The problem: Managing dispersed stock and underperforming contracts
Salvation Army Homes Association (saha) is a leading provider of supported accommodation, residential centres, and move-on housing for single and homeless people across the UK. With properties spread nationwide, managing responsive repairs contracts has been a long-standing challenge.
Following unsatisfactory performance from an incumbent contractor, the organisation needed to re-procure its responsive repairs service for properties across East and West Yorkshire and the North East coast. The contract was complex, and the operational team required support to ensure a smooth and compliant process.
The solution: Strategic consultancy and full tender management
We were appointed to fully manage the re-procurement process. Working closely with the Asset Team, we carried out detailed on-site scoping to understand the end-to-end repairs cycle and identify service delivery challenges.
Using this insight, we:
- Mapped the full repairs process to highlight key issues
- Recommended splitting the contract into geographical lots to attract smaller, locally aligned suppliers
- Proposed a revised pricing model to support high-quality, sustainable delivery
- Managed the full tender process, including qualitative assessment design, supplier engagement, and scoring support
Our approach ensured the contract was tailored to Salvation Army Homes’ needs and aligned with their values and PPfH were able to encourage bids from credible organisations
“Overall, saha are really pleased with the support received from our PfH Consultant. We have had great confidence in the team throughout the whole process and their hard work ensured that what we anticipated to be a very hard contract to procure was delivered flawlessly, taking a lot of pressure off our operational team.”
Andrew Smith, Head of Property Services, Salvation Army Homes Association
The results: A stronger contract and reduced pressure on the team
Thanks to our support, Salvation Army Homes successfully appointed contractors with proven performance in other regions. The new arrangements reflect long-term commitment and improved service delivery. The operational team reported reduced pressure and greater confidence in the procurement process.
