About our procurement framework

Improving homes with high-quality decorative finishes enhances residents’ daily living environment and pride in their community The Decorative Solutions procurement framework supports housing associations, councils and ALMOs with cost-effective decorative solutions to improve residents homes and communities.

It covers two options: retail vouchers for tenants to purchase paint, wallpaper, tools and soft furnishings from trusted outlets, and trade supply of decorating products including paints, wallpapers, sundries and specialist finishes which can be delivered directly for use by contractors or DLOs. Furniture and flooring are also available where required. Flexible routes to market, fixed price baskets and expert framework management give landlords confidence that every purchase from paint to flooring delivers measurable value and supports high-quality housing outcomes.

What's Included?

  • Retail Decorative Solutions: Voucher-based options (paper, card, electronic) allowing tenants to purchase paint, decorating tools, soft furnishings, and decorative sundries from national or regional outlets.
  • Trade Decorative Solutions: Trade supply of paint (internal, external, specialist), wallpapers, sundries and associated materials accessible via delivery, ideal for contractors and direct labour teams.

How to use this framework

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.
