About our procurement framework

Digital transformation in housing must balance efficiency with accessibility. Managing rent collection and arrears is increasingly complex, with tenants facing financial strain and providers under pressure to modernise payment systems.

The Electronic Payment Systems framework gives social housing associations and local authorities access to a broad range of payment tools and services via fully compliant procurement. Split into seven lots (including managed services, cash-in, prepaid, voucher, open banking, debt assessments), this PfH framework brings innovation and choice without reinventing procurement. The framework features vetted suppliers offering reliable solutions designed for tenant flexibility, transparent billing, robust support and efficient operations, ensuring support for vulnerable residents, strengthening financial wellbeing, and building more resilient communities.

What's Included?

  • Multiple Network Managed Services: Suppliers who manage multiple payment networks, giving you access to many payment outlets (cards, barcoded bills, etc.), consolidate payments, ensure funds are transferred electronically, and offer a wide network with flexible technologies.
  • Single Network Managed Services: Access to individual payment networks (e.g. Post Office, PayPoint) for payment options tied to one provider.
  • Cash-In Solutions: Enabling tenants to make cash payments via agencies or locations that accept payments, integrated back into the system to settle tenant accounts.
  • Outbound Payments – Prepaid Cards: Prepaid or stored-value card solutions, for example to distribute funds for specific purposes, with flexibility and oversight.
  • Vouchers: Voucher-based payment or credit tools (physical or digital) as an alternative payment option.
  • Open Banking Services / Payment Initiation: Services that allow payments initiated via open banking platforms, integration with modern payment rails.
  • Debt Solutions – Assessments: Tools and suppliers who provide debt assessment, reconciliation, strategy or related services to help manage arrears or support tenants in debt.
