PfH’s Funded Retrofit Works & Delivery framework helps social housing landlords unlock grant funding and deliver retrofit projects such as upgrading existing homes with energy efficiency improvements to cut carbon, reduce fuel bills, and support residents.

About our procurement framework

Upgrading homes with energy efficiency measures directly improves residents’ quality of life by lowering energy bills, enhancing comfort, and supporting healthier living. By combining funding expertise with delivery capability, the framework helps landlords decarbonise housing stock while tackling fuel poverty and building more sustainable communities.

Retrofit (the process of upgrading existing homes with energy efficiency measures) is supported here from start to finish. Our appointed contractors and consultants can help you identify and apply for government funding, design compliant programmes, and deliver high-quality improvements on site. All works follow PAS 2030 and PAS 2035 standards, ensuring compliance and measurable impact. By combining funding expertise with delivery capability, social housing providers across the UK can decarbonise homes while reducing fuel poverty in their communities.

Funded retrofit

What's Included?

This framework is a single lot covering the full cycle of funded retrofit projects, from funding support through to on-site delivery. Services and works available include:

  • Funding support: identification of eligible government schemes (e.g. Social Housing Fund (WH:SHF), Warm Homes: Local Grant (WH:LG), ECO, PSDS, HUG), bid development, compliance advice, and grant reporting.
  • Retrofit services: assessment, design, coordination, and technical consultancy aligned with PAS 2030/ PAS 2035 and PAS 2038.
  • On-site delivery: installation of energy efficiency measures, low-carbon heating systems, ventilation, building fabric improvements, and renewable technologies.
  • Programme and project management: construction management, quantity surveying, resident liaison, and delivery oversight.
  • Quality assurance: testing, inspection, monitoring, and verification to ensure eligibility for funding claims and long-term performance.

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.
