About this procurement framework

Reliable connectivity underpins resident access to essential services and digital inclusion. This framework helps landlords deliver robust telecom and IoT solutions, ensuring residents can connect, engage, and access support from home or community spaces.

The PfH Telecoms procurement framework gives social housing organisations a trusted way to procure telecom and IoT-based solutions without reinventing procurement. It covers networking, voice and unified communication, mobile services, connectivity for inclusion, and IoT sensor & device infrastructure. Hardware, software, installation, maintenance and disposal are included, along with support and training. PfH Members can choose direct award or run mini-competitions to find the best fit for their tech stack, digital inclusion goals or connectivity challenges.

What's Included?

  • Networking & security infrastructure: broadband, fibre, Ethernet circuits, switches, routers; firewalls, VPNs, anti-virus; LAN/WiFi infrastructure; cloud hosting and managed hosting; power systems; installation, hardware, training and support.
  • Voice, communications & unified solutions: VoIP, SIP, hosted voice seats; call centre systems; contact centre solutions; teleconferencing/videoconferencing; hardware such as headsets, phones, laptops; services like helpdesks, integration, configuration, installation.
  • Combined communications offerings: end-to-end single-supplier solutions combining networking, security, voice and unified communication for simpler management.
  • Mobile services & device management: SIM-based voice & data bundles; phones, tablets, mobile broadband; mobile device management, repair services; anti-virus and support for mobile hardware.
  • Digital inclusion & community connectivity: community WiFi, estate or neighbourhood WiFi; tablets with data; training or education services; advisory on grants/funding mechanisms; BYOD options; connected hardware for inclusion.
  • IoT & connected device solutions: sensor networks; device/gateway hardware; connectivity types (licensed, unlicensed, cellular, LoRaWAN, etc.); software for monitoring, analytics, data & device integration; device installation, maintenance and disposal.

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.
